Political Battle Erupts Over Birmingham’s 20mph Road Policy

Birmingham City Council’s plan to make 20mph the standard speed limit on local roads has sparked a political row, with Reform UK opposing what it describes as a widespread approach to lower speed limits across the city.
Under the council’s long-term transport policy, 20mph limits are intended to become the norm on local roads, including many B- and C-class roads and residential streets. However, the policy does not mean that every road in Birmingham will have a 20mph limit, with major A-roads excluded from the wider local-road programme.
The changes are expected to be introduced gradually rather than implemented across the whole city at once. Birmingham already has 20mph restrictions on a significant number of streets, and further areas are being considered as part of the Birmingham Transport Plan.
The council argues that reducing vehicle speeds can help cut the number and severity of road collisions while making neighbourhoods safer for pedestrians and cyclists. Birmingham declared a road safety emergency in 2024 amid concerns about deaths and serious injuries on the city’s roads.
Reform UK, which has become the largest party on Birmingham City Council, has criticised the policy. The party argues that motorists are already dealing with congestion, roadworks and other restrictions and says 20mph limits should instead be targeted at locations where there is a clear safety need, such as around schools.
The issue is likely to remain politically contentious as Birmingham continues introducing lower speed limits in individual neighbourhoods.
Recent traffic proposals demonstrate that the rollout is continuing. In Holyhead ward, for example, proposals published in June 2026 included 20mph restrictions on several roads, including Uplands Road, Newcombe Road and Mervyn Road.
For motorists, the key point is that Birmingham is moving towards 20mph being the standard on many local roads, but this is not the same as imposing a blanket 20mph speed limit on every road in the city.
As further schemes are introduced, drivers are advised to pay attention to local speed-limit signs and changes in their neighbourhoods.
